I believe red blinking lights mean "Stop." But I also imagine that when trucks are exiting the light turns solid red for traffic to allow them to exit safely. Might it make more sense to have the light blink yellow when it's not being used to stop traffic for exiting trucks and turn solid red when it is being used to stop traffic?

Some of them are right on the corner and are unavoidable when turning from Campbell to Richards. There is one in front of the barber shop that is about 6 inches deep. There is another one on the other side of the street about as deep.

59-137 Messina Drive East Haven, Connecticut - East HavenCrossing from East Farms Village to Stop & Shop is problematic. It is not always shoveled properly on the side where the Village apartments are. Also, on the Stop & Shop side, it is not always clear either. Also, when the snow melts, water accumulates at the bottom of the curb cut and freezes when it's cold making it very hazardous for pedestrians crossing either way.
