Citizen requests that this property be reported to the Mayor, and added to the list of properties on the Stop-Blight program. I have lived in this neighborhood near the property for 2+ years now, and have only seen the owner twice. First interaction with him, he was exceedingly rude, and made numerous verbal threats to myself and other neighbors. I have made NUMEROUS complaints to the city, with no resulting action from the owner. In the past week, the owner has dropped by to drop off fence sections. I can only assume that these few sections of fence, along with the post holes he recently dug at the street line will be used to erect a privacy fence in order to "hide" the problem. At this point, it should be CRYSTAL CLEAR as to the intentions of this property owner; not to remedy the problem and clean up his junk pile, but rather to do the absolute minimum in order to hide the problem. This is simply unacceptable, and should not be allowed to stand. There is no current building permit on the property, and it should be considered an illegal dumping ground. Since there is no active permit, all of the debris and trash on the ground can NOT be considered building materials, but junk. If you do consider them to be "building materials" then he must be cited for constructing without a permit.
In summary... this has been a chronically problematic property for numerous years, and with many complaints. Numerous factors on the property need to be addressed immediately, and I hope that the mayor will add this to the list of blighted properties.

This situation was previously inspected by Richmond Code Enforcement (20020891597) on 4/8/2013 and they noted there is not a violation of City Code at this property because there is a Richmond City Building Permit (B08043011) approved/active for this location.
