Description
The traffic signal for east and west-bound traffic on 55th Street at Market Street is not picking up bicycles. This was reported before (http://seeclickfix.com/issues/798878), listed as fixed, but continues to be a problem. The issues are summarized as follows:
1) Bicycles appear to be picked up by the traffic signal when they are in the middle of the travel lane, and not in the bike lane. However, when a bicycle is in the bike lane with no other traffic present, or on the line between the bike lane and the travel lane, the light never turns green. Ideally the light should pick up a bicycle no matter where they are in the street (hugging the curb, in the bike lane, in the travel lane, in the crosswalk, ahead of the crosswalk, etc).
2) When this signal detects traffic on one side of 55th Street but not the other, only that side of the intersection gets a green light. There is no reason why the signal should be configured as such, as it not only makes it harder for a bicyclist to cross when the signal does not recognize them, but it also prevents bikes and cars from crossing if they arrive at the signal even just a second after the light changes on the other side. Pleas change this so that both sides of the street always get a green at the same time.
Do NOT mark this issue as resolved until all of the above requests have been accomplished. If the above is not possible then I recommend reverting this signal back to a "dumb", timed phasing so that all road users can be guaranteed a green light, 100% of the time, regardless of light and weather conditions.

Unfortunately I just went to test this signal out on my bike tonight (May 3rd, 2014) at around 9pm (after dark), and the signal for traffic on 55th is still not recognizing my bicycle on either side of Market Street until a car approaches, and is still giving a green light to one side of the intersection without giving a green to the opposing side unless traffic is detected on both sides. I was waiting for the signal on both sides of 55th at Market with my bike behind the crosswalk and to the far left of the bike lane, right next to the dotted line.
I did notice that when I aimed my bike light directly at the camera controlling the signal actuation it did recognize me and I eventually got the green, but this required me to point the light up at a very acute angle while also knowing where the camera was. It is not realistic to think that any normal person on a bike would know to do this.
As I stated previously, please adjust the video detection for this signal at 55th on both sides of Market Street to detect bicycles 100% of the time, anywhere in the street and at any time of day. If this is not possible then please remove the actuation from this signal and revert it to a timed phasing, which will then guarantee that everyone will eventually get a green light no matter what. Also, please adjust the signal so that it gives a green to 55th in both directions, even if traffic is not detected on both sides.
