Why has the City gone to an about 20 second delay with a constant countdown for pedestrian crosswalks?
The crosswalk signal boxes count down from about 20 seconds with every light cycle regardless of the presence of a pedestrian. Even if no one is there at 1:00 AM there still is this 20 second delay with every light cycle. What happened to the idea that pedestrians activate the crossing signals with a pushbutton?
Was it done to increase pedestrian safety? If so I can see that from perhaps 8:00AM to 8:00PM but not 24 hours per day.

In fact it may be leading to reduced safety. I see more motorists running red lights since this change. They figure that they have, in effect, a 20 second yellow light. It's generating more impatience among drivers. It also leads to more air pollution by causing increased engine idling with the traffic light cycles being up to 50% longer.
