The apartment building tenants are leaving their bins on the curb, never taking them back to the fenced yard where they should go. Every once and a while we complain, and the owner gets this taken care of, then it slowly gets bad again... Well, it's that time, please tell the owner to have these bins taken back in after pickup on Thursdays!
