If it's the owner changing a vanity and toilet there isn't anything wrong with fixing up your bathroom on your own.. I'm more concerned with you peeping into people's homes

Well, Mr. "Mercer St. Residents", perhaps you don't live within view of such an eyesore. This is a vacant building where they never mow the lawn, leave garbage outside for months, let the building go into disrepair, perform work without permits, and don't care about the building. There are laws in Albany for a reason. You cannot do plumbing or electrical work in the City of Albany unless you are licensed, period. This is regardless of who owns the building. And you cannot gut your bathroom without applying for a permit and prominently displaying it in the front window. If you don't like all of this, perhaps you should go to city hall and ask them to change the laws.
