Second time reported. This apartment building keeps the garbage cans and recycling bins on the curb, often knocked over and spread about. Also the pile of equipment and tarps on the lawn is increasing.

Taking a walk on this part of Dale can be hard enough with no sidewalk, but having to navigate around the everchanging garbage mess in front of these apartments makes it worse. Can this be followed up on, please?
