It really is. I have reported this multiple times. Other people have reported this multiple times. If I park on M Street I get towed, but if these people park in the bike lane nothing happens. They might get a ticket, at best. It's very inconsiderate of people who bike - it endangers their lives by forcing them into traffic.
The DC government (traffic enforcement, police department, etc.) turns a blind eye to this area because the DC government's DEPARTMENT OF TRANSPORTATION and the DC government's Department of Consumer and Regulatory Affairs offices are located at 1100 4th Street, SW. There are no DC government offices on M Street.
The DC Fire and Emergency Medical Services Department also has offices at 1100 4th Street because you see a slew of their official white cars with the F&EMS decals on them parked illegally in the middle of 4th Street. No tickets for them either.
Please confirm that I can park my car in this area - and in the bike lane - 24/7 without getting a ticket as I will need official documentation if by chance some rogue enforcement officer is not aware of this specific regulation and leaves a parking ticket on my car which of course won't happen because there isn't a sign indicating that I can not park in that lane.
Is the same true for the middle lane in front of the Safeway? I don't see any signs that indicate one can not park there.

The Mayor's Command Center (311) parking enforcement division told me "everyone knows you can't park in a bike lane. Whoever told you there have to be signs is trying to throw you off." She went on to give me examples ... bus stops, fire hydrants, on a sidewalk.
I was also told to call 311 when cars are parked in the bike lane. So you can bet your last dollar that I will be calling at Noon every single day. I don't even have to see it.

311: can you please explain why parking in the bike lane cannot be enforced on 4th St SW? Are there supposed to be specific signs that prohibit bike lane parking? I think if you could provide a few more details, folks in this thread could figure out the next department we should contact in order to get this resolved if you are unable to do so. Thanks.
Hahahaha. This is priceless. The local news should pick it up as the District talks about being more bike-friendly, but can't even enforce the most primitive of existent laws.
Also, I talked to 311 a few months back and the staffer told me that providing license plate numbers on the report here DOES help because those numbers go into the systems that scan for illegal parking. Sounded like it helps automate parking enforcement.

Please tell me if this is DC law is still in effect:
"Section 2405.1(g) states that it’s illegal to stop, stand or park in a bike lane."
