I have witnessed this.
It is not safe. There is a bad smell and it keeps raining directly inside the house. The yard is filling up with items.

I saw a yellow notice up here about two weeks ago, but the sign has disappeared with no change in the property. Should the sign still be there? This is really becoming a dangerous building.
