The line is exposed, subject to breakage and damage, freezing, and collapse of the plywood. Further, the line is in the middle of the ditch. Lastly, this ditch is not graded properly and continually has standing water. There are also obstructions in the ditch down the entire street.

There are areas of obstruction down the road that does not allow the storm water to flow down the street. In turn, my yard continually holds water, the front yard floods, the drains from the backyard cannot drain during a storm thus flooding my backyard. During the past storm, it was about 1 inch from getting into the back door. The ditches need to be cleaned and graded to allow proper flow.
