Description
The street does not drain and water piles up for days until it evaporates in front of our house and into our yard/driveway/sidewalk. We are located in a 100 year flood plain. Our plan is to drain water from our backyard to the front but we will not be able to in any storm due to the roads condition/damages gutter pan. This is a hazard and extremely dangerous in our area. Also, it is a breeding ground for mosquitos.

Dear Neighbor,
Good luck getting this resolved. In the past three years, I have filled 311 complaints with the City at least six...SIX...times. Every department contacted declared "Not our department," passed it on to another department, and closed the case.
Finally, a city engineer determined that the gutter area in front of 6102 Queenswood had raised, which now prevents the aater in the gutter from getting to the storm drain.
To be honest, it appears that the addition of the direct drainage to the street of the roof gutters on the (your?) house at 6106 is exacerbating the problem. Why can't your roof gutters drain directly into the soil of your yard?

Is it a code violation if the water is allowed to seep into the yard through a French drain? Save on water bill.
