Whenever there is any kind of hard rain, 11th St floods to the point where no cars can pass except for 1 lane. I have seen people do the craziest things such as drive both directions in the 1 lane and drive on the esplanade. After the rains have stopped it still takes hours for the water to drain. Surely something can be done to address the drainage issue especially before someone really gets hurt.
