I think that contacting 311 was a good move considering it involves water (and probably involves either a main or service line). How do you know Center Point is involved? If you see evidence of Center Point involvement, I suggest contacting them as well: 713-659-2111 (this is the natural gas customer service number, because I'm taking a complete guess that it's them you need and not electric customer service).

Also I suggest attaching a picture to this issue ASAP.

And this shouldn't only be tagged as a "bike concern"... it's a "exposed running water" "water main" "utility work" issue. But that's the doing of either CoH 311 or SeeClickFix.
