I think the case worker was not as articulate as usual. The 311 and SeeClickFix system is for routine city and neighborhood issues. They are not the mechanism to dispatch police ever for any reason. The usual case worker response I see to such requests is:
"Call Houston Police Non Emergency Dispatch 713-884-3131 press 0."
Of course, if there is an emergency in progress, everyone knows to dial 911.
So, in my experience, the case worker should not have asked for more information, he or she should have referred you immediately to Houston Police Non-Emergency Dispatch. I have called that number to report stuff in the past, and they make a record of the call, who is calling, all the details, and have a conversation to determine whether the issue is actually an emergency.
I may be misinformed (it would not be the first time) but I hope my perception helps, Zanthexter.
