Good morning,
Howard County Traffic Division follow State and Howard County Transportation Law. An investigation has been completed and it was determined that this issue is covered under the Maryland Transportation Law. Title 21 Section 1001," on any highway outside of a business district or a residential district, a person may not leave any vehicle standing, without providing an unobstructed width of the roadway opposite the standing vehicle for the free passage of other vehicles".
Since this issue is covered by Maryland Transportation Law, I encourage you and other residents to contact the Howard County Police to request enforcement. The requests can be made through the HCPD non-emergency number, (410) 313-2929.
HCPD is accepting the reporting of non-emergency traffic complaints via online reporting at the following link: https://www.howardcountymd.gov/police/report-traffic-complaints. Complaints are being accepted in three categories, Isolated Traffic Incidents, Recurring Traffic Incidents, and Parking Complaints. The internet portal is what is used by HCPD to determine and schedule enforcement.
Thank you for contacting our office with your concern. I apologize our office is unable to assist you further with your request.
