I've referred this to our Public Works Department. I will update this issue when I have heard back from them. This one may be the responsibility of the property owner, but we will check.

Is 'Crabtree View Pl.' a city maintained street ?

because if it is the sign in question is in the street's right of way

in case you dont know what street I am referring to it is the
one that is one-way towards (downhill to) the Blue Ridge Rd intersection
before the rescantly redone bridge over crabtree creek
